File this one under interesting, but almost surely irrelevant.

The Blues have all the draft capital they need to make any offer sheet sheet they desire. They even have a good amount of cap space this year. I'd still be shocked if Armstrong made any offer of note to an RFA.
...but whatever, the Blues won the Cup!!!!!

Unless someone (vancouver) does it to us first (backes)
Armstrong wasn't GM at the time. Director of Player Personnel until 2010.

Yeah that was definitely a tit for tat situation as the Blues offer for Bernier was only a one year deal anyway. He sucked so it worked out for us that he stayed in Vancouver.
Just a Russian propaganda account

Larry Pleau was GM at the time but I'm sure it was a group decision.

That was a weird era in Blues history. The Lauries almost killed the team and Checketts revived it but it wasn't until Stillman took over that this team became relevant.

You are right, that post-lockout era was such a wild time for Blues fans. A decimated roster due to the sale, and a brand new style of hockey thanks to the post-lockout rule changes. The team absolutely sucked, but the Backes/Berglund/Perron/Oshie group gave it a real jolt. I look back on that era with mostly fond memories other than the nagging concern that the team was going to move until Stillman came in.

My recollection of my thoughts 5 years ago during the two videos above:
1. The moment I stopped thinking the bad thing is about to happen. Also my favorite Doc call of all time by an absolute mile.
2. The moment I absolutely KNEW the bad thing wasn't going to happen.
