The way I read it it's 15/250 with the other 11 coming from players that haven't yet reported to their teams, but have gotten tests. I don't think it's likely that a team will have a sudden outbreak in the Final as they'd have been in the bubble long enough without an outbreak. I think if the bubble bursts it'll happen well before the Final. I think that scenario is very plausible, as well as this thing just not getting off the ground to begin with.
