The Kings won both their Cups with big time trades in each season, and Pitt won their first cup with big trades/acquisitions, and without looking it up I know the Hawks were active in boosting their Cup chances each year. It's not just a top 10 pick. Never liked it last year when Armstrong came out...

If Army would have hit the GM UFA market this summer, do you know how many teams in the NHL would have fired their current GM in order to hire Army. I'd say every team except for maybe 5 or so and those 5 would have made offers just to get him into their organization.

That would be ideal. Management is DA's strong suit. Roster construction and player evaluations are not.
